What H.E.R.O. Is
Heroic Emergency Response Organisation. Not a government. Not a private militia. A single continental body, chartered by the city-states and free settlements of Edrathia, to respond to crises that exceed local authority.
The mandate is specific. H.E.R.O. responds to threats graded as Local-Overwhelmed (a settlement's own guard has been defeated or is insufficient), Supernatural (magic beyond standard regulation), or Catastrophic (extinction-scale events). A tavern brawl is the city guard's work. A single violent mage is a city problem. The apocalypse arriving is H.E.R.O.'s signal. We respond. We never govern.
The badge is not a mercenary's licence — it is officer of the peace, on a continental scale. When a H.E.R.O. hero walks into a town, they are not for hire. They are there because the worst has arrived, and they are the answer Edrathia has called for.
The uniform means that the worst is over. Or it will be. That certainty — that when you see the silver and the badge, you are no longer alone — is what H.E.R.O. was built to deliver.
We maintain Sending Stone networks across the continent so that a crisis is known and help is mobilised before the next dawn. We hold charters with every chartered settlement (Bronze, Silver, Gold Response Charters, each with guaranteed response times), and serve unchartered settlements as capacity allows. We answer the same way every time: with the bands trained, equipped, and dedicated to meet any threat Edrathia throws at us.
